The key play was a pass to Edell Shepherd, a little-used wide receiver who had seen time with the Scottish Claymores in NFL Europe. And just as the 1999 playoff loss to the Rams had a pass ruled incomplete by video replay, so this one would too. The game situation Brian Kelly had given the Bucs hope with an interception of Mark Brunell and Tampa took over at the Redskin 35-yard line. On 3rd and 10 with just over three minutes left, Chris Simms threw deep for Edell Shepherd who looked to have caught the tying touchdown.
